1. TERRESTRIAL TRUNKED RADIO FOR CG

(a) whether the Government has any plans to create a secure radio
network using the Terrestrial Trunked Radio (TETRA) facility for the
Commonwealth Games;
(b) if so, the details thereof alongwith the salient features thereof;
(c) whether the Government has initiated the bidding process for the
said network;
(d) if so, whether the Government has received complaints of
irregularities in the bidding process; and
(e) if so, the details thereof and the action taken thereon?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF YOUTH AFFAIRS & SPORTS (SHRI
PRATIK PRAKASHBAPU PATIL)
(a) & (b) : Yes Sir, The Government of Delhi is setting up this system
which will provide integrated, secured, encrypted, state of art
communication network for use during Commonwealth Games and subsequent
period to be used by 18 Government agencies including Organizing
Committee, Commonwealth Games, Delhi Police, Health and Family Welfare
etc.
(c) to (e) : The Government of Delhi have informed that they invited
global tender on e-procurement platform for selection of implementing
agency for establishing Common Secured Network (TETRA) for Commonwealth
Games, 2010 and Legacy requirements thereafter. The contract was awarded
to lowest (L 1) bidder on the basis of rates received.
One of the unsuccessful bidders had submitted his point of view, which
was later withdrawn and the stand taken by Government of Delhi to award
the work to the L1 bidder was endorsed by this unsuccessful bidder also.
2. SETTING UP OF SPORTS HOSTELS

different States, including Orissa.;
(b) if so, the details thereof, State-wise including Orissa; and
(c) the number of new sports hostels proposed to be constructed by the

different States including Orissa, at present.

3. PROMOTION OF SPORTS AND GAMES:

(a) whether the Government has any proposals to promote sports and games
in the underprivileged regions;
(b) if so, the details thereof, state-wise;
(c) whether the Government has any proposal for removing regional
imbalance in promoting sports and games;
(d) if so, the details thereof; and
(e) the steps taken to promote sports and games in the Kalahandi-
Bolangir- Koraput ( KBK) region in Orissa?

(a) to (e) Yes, Sir. Government has, for the first time, introduced a
centrally sponsored scheme ‘Panchayat Yuva Krida Aur Khel Abhiyan’ (PYKKA)
with national coverage for the promotion of basic sports infrastructure
and sports competitions in all village and block panchayats of the
country. The XIth Five Year Plan outlay for this scheme, which was
launched in the financial year 2008-09 was Rs. 1500 Crore. The scheme
envisages to cover around 2.50 lakh village panchayats and 6,400 block
panchayats (including their equivalent units) in a phased manner over a
period of 10 years at an annual coverage of 10%. The scheme is
implemented through the state governments/ UTs. administrations.
Proposals complete in all respects received from 28 States/UTs including
Gujarat in 2008-09 and 2009-10 have been given approval/sanction to
cover 24,088 village panchayats and 654 block panchayats in these
States/UTs under PYKKA.
The state-wise details of fund allocated and fund released during
2008-09 and fund sanctioned 2009-10 are given below:
