1. WEAVER SERVICE CENTRES

functioning satisfactorily; and
(d) if so, the steps being taken to make the functioning of Weavers

(a): There are 25 Weavers’ Service Centres, including one at
Bhubaneshwar (Orissa) in the country. The Design and Dyeing Workshop
component of Diversified Handloom Development Scheme is presently
implemented through Weavers’ Service Centre.
(b): The details of funds allocated and utilized by these Weavers
Service Centres including at Bhubaneswar (Orissa) during the year
2009-10 and 2010-11, are furnished in Annexure. No funds have been
sanctioned by the Government to the States including the State of Orissa
under Diversified Handloom Development Scheme.
(c): All the Weavers’ Service Centres in the country are functioning
satisfactorily.
(d): Weavers’ Service Centres besides providing technical services to
handloom weavers, have been assigned to adopt a cluster for the holistic
development of handloom weavers of that cluster. Weavers’ Service
Centres have been associated in organising and assisting Implementing
Agencies in holding marketing exhibitions under the Marketing and Export
Promotion Scheme. Awareness camps are being organised by Weavers’
Service Centres to disseminate the provision of schemes of Office of
Development Commissioner for Handlooms.

2. TEXTILE UPGRADATION FUND SCHEME

(a) the number of applications received under the Textile Upgradation
Fund Scheme (TUFS) in 2009-10, State-wise;
(b) the number of applications disposed of and granted funds;
(c) the number of funds sanctioned by the Government towards the scheme
with the details of amount utilised so far:
(d) the details of beneficiaries under TUFS;
(e) whether the Government also proposes to formulate National Fibre
Policy; and
(f) if so, the details thereof and the reasons therefore?

(a) to (d): 18034 applications for subsidy claims were received under
Technology Upgradation Fund Scheme (TUFS) during 2009-10 all of which
were sanctioned and an amount of Rs. 2882.64 crores was sanctioned and
utilized under the scheme. The state-wise details are at Annexure-I.
(e) & (f): The Government has formulated a National Fibre Policy with a
decadal perspective of 2010-20 to place India firmly on the World Fibre
map by strengthening the existing policy framework and providing
institutional and technological support for rapid Fibre growth in the
country.

3. WEAVERS OF SAMBALPUR

(a) whether the Government is aware of the problems being faced by the
weavers Sambalpur Sarees in Orissa;
(b) if so, whether the Government is planning to announce any special
package and special training facilities for the Sambalpur Saree Weavers;
and
(c) if so, the details therefore?

(a) : Yes, Madam.
(b) & (c): Government of India is implementing five schemes during the
Eleventh Five Year Plan for the development and welfare of handloom
weavers including Orissa such as
i) Integrated Handloom Development Scheme, ii) Marketing and Export
Promotion Scheme,
iii) Handloom Weavers Comprehensive Welfare Scheme, iv) Mill Gate Price
Scheme and
v) Diversified Handloom Development Scheme.
In Orissa, 33 clusters (including two clusters sanctioned during 10th
Plan) are at various stages of implementation during the 11th Five Year
Plan. 76 Group Approach Projects have also been sanctioned. Under
cluster and group, emphasis is laid on design development and training
of weavers in the field of weaving, dyeing and managerial. 74 marketing
events such as National Handloom Expo, Special Handloom Expo, District
Level Event and Craft Mela were organized during the 11th Plan. In
pursuance of the Hon`ble Prime Minister’s announcement in 2006, the
Indian Institute of Handloom Technology (IIHT) at Bargarh has started
functioning w.e.f. 2.06.2008. A Design Studio at Bhubaneshwar, has also
been approved at the cost of Rs. 66.00 lakh, of which assistance under
Market Access Initiatives (MAI) is Rs. 45.00 lakh.
“Orissa Ikat” has been patented under GI (IPR Act) and application has
been filed for GI registration of “Sambalpuri Tie Dye”.
4. UPLIFTMENT OF WEAVERS:

(a) whether any scheme has been sponsored by the Government for the
upliftment of weavers in the country;
(b) if so, the details thereof and the benefits given to weavers of
Sambalpur sarees in Orissa;
(c) whether the Government proposes to set up a Textile Training and
Marketing Unit in Sonepur District for the benefit of a large number of
Textile Weavers in the State; and
(d) if so, the details therefore?

(a) & (b): Yes,Sir.The Government of India is implementing the following
schemes during the XI Five Year Plan to enhance production, productivity
and efficiency of the handloom sector and to enhance the income and
socio-economic status of the weavers.
(i) Integrated Handlooms Development Scheme
(ii) Marketing and Export Promotion Scheme
(iii) Handloom Weavers Comprehensive Welfare Scheme
(iv) Mill Gate Price Scheme
(v) Diversified Handloom Development Scheme
Benefits given under the scheme implemented by the Office of the
Development Commissioner for Handloom are not product specific but are
for the development of the handloom sector and for the welfare of
weavers engaged in it. However in order to provide legal protection and
to prevent unauthorized production of goods, the Government of India,
under the Marketing and Export Promotion Scheme, provides assistance
upto 1.50 lakhs per product for registering the item under the
Geographical Indications of Goods Act 1999 on the basis of viable
proposals received from the concerned State Government.
(c) & (d):At present no proposal is pending with the Ministry of
Textiles for setting up of a Textile Training and Marketing unit in
Sonepur District. However, Government of Orissa has reported that for
extension of training facility to the weavers of Sonepur and its nearby
Districts, State Government has taken steps for setting up of
Training-cum-Production Centres in the District of Sonepur.
