1. FUNDS FOR KHURDA-BOLANGIR HIGHWAY

(a) &(b) Since the declaration of Khurda-Bolangir Highway as NH-224 (Now
renumbered as NH-57) in the year 2004, twenty five developmental works
covering an aggregated length of 226.43 km have been sanctioned for an
aggregated amount of Rs. 347.90 crore. These works are at different
stages of implementation.

2. CONSTRUCTION OF NATIONAL HIGHWAY

Government of Orissa for grant of funds for the construction and
improvement of NH-201;
(b) if so, the details thereof and the action taken in this regard;
(c) the details of the funds sanctioned for the same during each of the

(a) Yes, Sir.
(b) Five number of proposals amounting to Rs. 446.04 crore have been
received from the State Government, out of which one work amounting to
Rs.7.26 crore has been sanctioned so far.
(c)&(d) The details of funds sanctioned for various works for
improvement of National Highway-201 during the last three years and the
current year is as follows.

3. DILAPIDATED CONDITION OF NATIONAL HIGHWAYS:

(a) whether large stretches of the National Highways (NHs) are in
damaged/ dilapidated condition;
(b) if so, the details thereof during each of the last 3 years and the
current year State-wise and stretch-wise including details of NHs
damaged during this year`s monsoon;
(c) whether the Union Government has taken steps for
repairing/resurfacing damaged/dilapidated NHs and also for strengthening
the same;
(d) if so, the details thereof during each of the last three years and
the current year, State-wise and stretch-wise alongwith the time by
which the said NHs are likely to be resurfaced/developed; and
(e) if not, the reasons thereof?
ANSWER

(a) to (e) Damages on some of the stretches of National Highways (NHs)
have occurred due to floods, excessive rainfalls, etc. Actions for
restoration of such damaged stretches of NHs are taken up from time to
time to keep such stretches in traffic worthy conditions. The State-wise
details of the available assessments made during 2009-10 (up to first
week of July, 2009) of the damages caused due to floods and rains to NHs
are at Annexure-I. The development and maintenance of NHs is a
continuous process and the NHs in the country are being kept in traffic
worthy condition within the available resources, depending upon traffic
density and inter-se priority of works. Actions for restoration of the
stretches of NHs damaged in various states due to floods, rains, etc.,
are accordingly taken up from time to time to keep such stretches in
traffic worthy conditions. The allocation of funds are made State-wise
and not NH-wise / stretch-wise or separately for each type of
improvement works. The State-wise allocations made for development and
maintenance of NHs during the last 3 years and the current year are at
Annexure-II.

4. SANCTIONING OF NEW NATIONAL HIGHWAYS:

Highways (NHs) in States;

(c) the details of roads in Orissa likely to be declared as NHs;
(d) whether the Government proposes to increase the allocation of funds

(e) if so, the funds required and sanctioned for the NHs from Khurda to
Bolangir?
(a) to (c) Declaration of new National Highways(NHs) is currently not a
priority for the Government since the emphasis is on development of
existing National Highways which suffer from many deficiencies.

(e) No work wise or NH-wise allocation is made for development of NHs.
5. NATIONAL AND STATE HIGHWAYS

(a) This Ministry is primarily responsible for development and
maintenance of National Highways (NHs) and National Expressways.The
development and maintenance of the State Roads including State Highways
is the responsibility of the State Governments concerned.The State-wise
details of the National Highways/National Expressways and State Highways
in the country are annexed.
(b) This ministry provides funds for development and maintenance of
State Roads other than Rural Roads as per the provisions of the Central
Road Fund Act 2000. The details of allocations of the funds made for
development and maintenance of National Highways and State Roads other
than Rural Roads for the last three years and current year are given
below:

continuous process and depends upon the traffic, its growth, inter-se
priority and availability of funds.At present,the emphasis is being
