1. INTRODUCTION OF NEW TRAINS IN ORISSA

(a) whether the Railways have any proposal to provide better rail
facilities between Rourkela and Raipur and also between Bhubaneshwar and
Bolangir;
(b) if so, the details thereof;
(c) the details of trains introduced between Rourkela and Koraput via
Bolangir; and
(d) the time by which the said trains are likely to be operational?

(a) and (b): 12 pairs of trains including 11 pairs of Express trains are
available between Rourkela and Raipur and 5 pairs of trains including
2893/2894 Bhubaneswar-Bolangir Intercity Express are available between
Bhubaneswar and Bolangir. These are considered adequate for the existing
level of traffic offering on the respective sections.
(c) and (d): 8107/8108 Rourkela-Koraput Express via Bolangir has been
introduced from 31.03.2010. Besides this, 8005/8006 Howrah-Koraput
Express via Rourkela, Bolangir is also available
2. PER CAPITA RAIL NETWORK

3. SETTLEMENT OF INSURANCE CLAIMS:

(a) whether the Indian Railways have decided not to renew the Insurance
cover bought from general Insurers that shields passengers against
injuries or death due to accident;
(b) if so, the reasons therefore and whether this insurance cover was not
renewed during 2008-09;
(c) whether in order to decide the amount of compensation and
genuineness of the claims filed, the Railways have decided to set up
Railways Claims Tribunals (RCT);
(d) if so, the details thereof along with the role and functions of the
RCT in setting the claims;
(e) the number of cases of false claims that had come to their notice in
the previous system; and
(f) the number of cases of insurance claims still pending alongwith the
measures initiated by the Railways to settle those claims,
division-wise?

(a) & (b): In case of death/injury in accident, it is the responsibility
of the Indian Railways under the Railways Act, 1989 to pay the
compensation as decreed by the Railway Claims Tribunal. The insurance
cover bought from general Insurers is an internal mechanism to get the
reimbursement of the compensation paid by the Railways to the claimants.
Payment of compensation to the victims of train accidents does not get
affected whether insurance cover is there or not. Presently, no
insurance cover has been bought by Railways.
(c) & (d): Railway Claims Tribunal was set up in 1987 for determining
genuineness of claimants, speedy adjudication and early payment of
compensation for death and injury in case of railway accidents; for
loss, destruction, damage etc. of goods booked by Railway and refund of
fare and freight.
(e): Such record is not maintained by Railways.
(f): The information of pending insurance claim cases is not maintained
division-wise. Railway Claims Tribunal Bench- wise total number of
insurance claims pending as on 31.10.2009 is 24343 (A statement is
attached).
Measures initiated by the railways to settle these claims in a time
bound manner are:
(i) Procedure of filing compensation claim has been simplified.
(ii) The number of adjournments has been restricted to three in Railway
Claims Tribunal.
(iii) The Tribunal shall announce the order not later than 21 days from
the final hearing.
(iv) After the decree, railways is to ensure dispatch of cheque within
15 days.

4. EXPANSION OF EAST COAST RAILWAY ZONE STATIONS

(a) Whether the Railways have any proposal for expansion and
modernisation of different railway stations including Bolangir and
Titilagarh under East Coast Railway and also to make Bolangir a model
station;
(b) if so, the details thereof;
(c) whether the Railways are aware of poor passenger amenities at
Bolangir Railway Station in Orissa;
(d) if so, the details thereof; and
(e) the steps taken by the Railways in this regard?

(a) & (b): 29 stations of East Coast Railway including Bolangir and
Titlagarh have been selected as modern station for the purpose of
modernization and giving a face-lift.There is no proposal at present to
make Bolangir a model station.
(c) to (e): Bolangir is a ‘D’ category station where average daily
passenger is 1459.Minimum Essential Amenities as per norms have already
been provided at Bolangir station commensurate with number of passengers
dealt there. Some of the other important facilities provided at the
station are:
1. Passenger Reservation System;
2. One Second Class combined waiting hall;
3. One Upper Class waiting rooms (for ladies & gents separately);
4. Two VIP lounge;
5. One four-bedded dormitory;
6. One two-bedded retiring room;
7. High level platforms;
8. Provision of ATMs; and
9. Refreshment room.
5. RAJDHANI FROM DELHI TO KORATPUR

Express from Delhi to different States;

(c) whether introduction of a Rajdhani Express from Delhi to Koraput via

Railways; and
(d) if so, the details thereof?
