1. POOR POPULATION

(a) the population of `poor` persons in the States of Bihar, Uttar Pradesh, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttrakhand, State-wise;
 
(b) whether the Government will be able to meet its Millennium Development Goal target of halving poverty levels by 2015; and
 
(c) if so, the action plan of the Government in this regard?

(a) to (c): The number of persons living below poverty line in the States of Bihar, Uttar Pradesh, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttrakhand, based on the official estimates of Planning Commission for the year 2004-05, are as under:

India is required to reduce Poverty Headcount Ratio (PHR) by half from 37.2% in 1990 to 18.6% by 2015 under Millennium Development Goal (MDG) target. By the year 2004-05, the PHR has come down to 27.5% registering an annual rate of decline of 0.8% during 1990-2005. This rate of decline has shown a sign of improvement during 2005-06 over the previous year which is estimated to be 1.4%. If this improved rate persists, India will be able to achieve the 2015 target by 2012-13.
 
To achieve the Millennium Development Goals the Central Government is implementing a number of flagship programmes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Swaranjayanti Gram Swarozgar Yojana (SGSY), Swarna Jayanti Shahri Rozgar Yojana (SJSRY), Integrated Child Development Scheme (ICDS), Mid-Day Meal Scheme, Sarva Shiksha Abhiyaan (SSA), National Rural Health Mission (NRHM), Rural Drinking Water Supply .and Total Sanitation Campaign, Indira Awaas Yojana (IAY), Targeted Public Distribution System (TPDS) etc. In addition, launching of Rashtriya Swasthaya Bima Yojana, Aam Aadmi Bima Yojana and Indira Gandhi National Old Age Pension Scheme (IGNOAPS) are the initiatives to strengthen the social security system.
 
2. SPECIAL KBK PLAN

(a) whether the Orissa Government has requested Union Government to extend the special Kalahandi- Bolangir-Koraput (KBK) plan;
 
(b) if so, the details thereof;
 
(c) the steps taken in this regard;
 
(d) the funds released so far under this plan and the amount spent by the State Government;
 
(e) whether the Government has any proposal to increase the fund as demanded by the State Government; and
 
(f) if so, the details thereof?

(a) to (c): Yes, Sir. The State Government of Orissa requested the Planning Commission to extend the Special Plan for the KBK districts to Gajapati and Kandhamal districts.The request of Orissa Government was examined in the Planning Commission and it was not considered feasible to extend the Special Plan for the KBK districts to these two districts as adding additional Districts to the Special Plan would spread the available allocation too thinly to have significant impact.
 
(d): Funds released under the Special Plan for the KBK districts and the expenditure reported by the State during 2002-03 to 2009-10 is as follows:

3. UPLIFTMENT OF POOR AND BACKWARD REGIONS:
 
(a)Whether the Government has given special grants to States for upliftment of poor and backward regions;
 
(b) If so, the details of allocations scheme-wise, State-wise;
 
(c)Whether any new regional development special grants are being considered by the Government;
 
(d)If so, the details thereof; and
 
(e)The criterion for granting approval of the same?

(a) & (b):Yes, Sir. The Government of India launched the Backward Regions Grant Fund (BRGF) in August, 2006. The BRGF has two components viz. the District Component under which 250 districts have been identified for coverage and the Special Plans for Bihar and the Kalahandi-Bolangir-Koraput (KBK) districts of Orissa. An allocation of Rs. 5800 crore has been made annually during the period 2007-08 to 2009-10. In addition, Bundelkhand Drought Mitigation Package has been approved in November, 2009. A statement showing allocations made under the Backward Regions Grant Fund during 2007-08 to 2009-10 and the allocations for Madhya Pradesh and Uttar Pradesh for 2009-10 under the Bundelkhand Drought Mitigation Package is enclosed.
