temporary coal linkage to the companies; and

(a): During the year 2010-11, several blocks
of coal resources are under exploration by
Coal India Limited (CIL) and its
subsidiaries companies in various States and
after conclusion of exploration in these
blocks, in different time period, about 22.4
Billion tonnes of coal resources will be
upgraded to proved category At present, no
system of working out the value of coal
being explored is in vogue.
(b) & (c): As per the Mid Term Appraisal
carried out by the Planning Commission, the
total demand of coal in the terminal year of
Eleventh Five Year Plan period is estimated
as 713.24 Million Tonnes and the
supply/production is assessed as 600.02
Million Tonnes. The estimated gap of 113.22
Million Tonnes between the projected demand
and domestic supply of coal is proposed to
be met through imports by the consumers.
Following measures have been taken to
increase production and to meet the demand
of coal:-
(i) CIL has been asked to increase
production from existing mines and expedite
production from new projects.
(ii) 208 coal blocks have been allotted to
different consumers. State and Central
Government companies are being allotted coal
mining blocks without restriction of captive
mining.
(iii) Exploration for new coal blocks has
been expedited.
(iv) Procedure for project approvals has
been streamlined.
(v) Mechanization/modernization of existing
mines.
(vi) Improvement in equipment utilization.
(viii) Increasing productivity in
underground and opencast mines.
(viii) Timely implementation of projects.
(ix) Exploration capacity of Central Mine
Planning & Design Institute Limited being
increased from existing 2 Laky meters per
annum to 4 Lakh meters per annum of drilling
by end of Eleventh Five Year Plan (2011-12).

3. MODERNISATION OF MINING OPERATIONS

(a): Yes, Sir.
(b): The details of up-gradation in
underground and opencast mines of CIL
including MCL are briefly given below:
i) Underground mines:
The thrust areas for the future will be the
Board and Pillar (B&P) method with higher
degree of mechanization like continuous
miner technology in conjunction with
mechanized drilling and roof bolting system.
However, use of long wall technology,
wherever, geo-mining conditions permit, will
be continued as a mass production
technology. So there will be a judicious mix
of B&P with continuous miner, B&P with Side
Discharge Loader (SDL)/ Load Haul Dumper (LHD)
combination, mechanized long-wall and
special mining methods.
The provision of underground man riding
system, full face shaft sinking and incline
drivage machines are proposed for new mines
so as to start production much earlier than
typical existing system besides also being
cost effective.
ii) Open Cast Mines:
The up-gradation of equipment size matching
with bench height and stripping ratio are
being introduced. For Dumpers, up- gradation
from 35/50 Tonne to 60 Tonne, 85 Tonne to
100 Tonne, 120 Tonne to 150 Tonne as well
higher sizes are being introduced.
Use of high capacity hydraulic shovels (10
to 25 Cubic Metres (cum.)) will find
increased acceptability. High capacity
dozers of sizes up to 850 Horse Power (HP)
will complement the higher capacity
excavators.
In addition to the above, following steps
have been taken/are being proposed to be
taken for modernization/up-gradation of its
mines in Mahanadi Coalfields Limited.
a) Recently four numbers of Surface Miners
have been procured and deployed.
b) To enhance overburden removal, higher
capacity Heavy Earth Moving Machinery (HEMMs)
are being procured
c) For fast evacuation of coal, eight nos.
of Rapid Loading Systems have been planned
and action initiated.
d) For beneficiation of coal, four nos. of
coal washeries of 10 million tones per year
(mty) capacity each, shall be set
4. REVISION OF COAL PRICES
